His own co-stars admit to being almost "scared" by how well Hall absorbs his character. Personally, I think that without Hall's mastery of Dexter there would be nothing to watch. Don't get me wrong, the plot of this show is extremely intriguing (and original, to be redundant), but the excitement lies purely in the way Dexter/Hall responds to A) his girlfriend, B) blood, and C) other serial killers.

What I am still stuck on, however, is whether or not to cheer Dexter on in his methodology (serial killing serial killers). This had better be the first of many seasons, so spread the word.

Dexter is a sociopath, someone with no human feelings and hence no natural, inner moral compass, and he has an unquenchable blood lust that drives him to kill. But he had the great grace to have been the adopted child of a police officer, who (as we see in terrif cadillac ic flashbacks) successfully instilled in him a complete moral code, which he adheres to on a strictly intellectual level. This is an utterly brilliant concept (which I assume derives from the novels it's based on), one that allows the writers to explore the nature of moral behavior and of what it means to be human (Dexter is, in a sense, an alien).

Another thing the show is doing brilliantly is moving at different speeds in parallel. There is a primary apparent season-long story arc (conc buick erning a cat-and-mouse game between Dexter and a serial killer), and a a secondary arc involving Dexter's sister's police career. The first handful of episodes include a very powerful completed arc concerning one of Dexter's police colleagues and a local crime lord, while two of the four 1086274749  episodes so far have also included a self-contained story spliced among (and playing off) the ongoing ones. I've seen the future of TV season structuring, and this is it.

Chico Play Rates a Ten on the Culture Scale

PRLog (Press Release)– May 26, 2011– Complaints about the lack of culture in the Chico-Redding corridor are loud and frequent. But I see something quite different from a "lack of culture". There is plenty of culture and there are plenty of people interested in cultural events.

An example is the recent Julian Waterfall Pollack Trio performance in Red Bluff. It featured world class musicians and the small audience demanded an encore. The people that managed to show up were absolutely thrilled.

Another example is the play now showing at the 1078 Gallery in Chico, "Circle Mirror Transformation". Written ferrari by Annie Baker (like Julian Waterfall Pollack, another NYU grad), this is directed by Shasta College's Robert Soffian. This is a play that has won Obie (off-Broadway) Awards for Best New American Play and Performance.

My wife and I drove from Red Bluff, where the sky was clear and sunny, to Chico, where we two tornadoes were moving through the County just a few miles south of Chico. You might say that we braved the possibility of death, or at least a good kick in the pants, by driving there during a sequence of warnings by the National Weather Bureau. But it was worth it!

"Circle Mirror Transformation" is a study of a group of characters involved in an acting class. For those people who enjoy good character development, this play has it in spades. There are only five actors in the play, but by the end of the night the audience knew enough about them - and their personal secrets - to feel their pain and their joys.

The set at the 1078 Gallery is sparse, as you might expect in an art gallery, but the actors and audience are in each others' faces. It is close-up and personal from every angle. Technology is not the emphasis here (though the music is particularly good) and does not distract the audience from the play.

The author, Annie Baker, left little to chance. She has taken acting class herself (though she claims to be a "terrible actor") and she knew just what buttons to push in each character. Her characterizations are so real – and so well acted – that the audience showed empathetic emotional responses at times.

It would be difficult to say if any particular actor "stood out" in this play. The performances were dead on. Heidi Henshaw, fairly new to the role of Marty, the class leader, was very strong in 1086274749  her performance. Julie Ric rc helicopter and car market place ker, playing an indolent teenager, was so good that I believed her, initially, to actually be an irritating teenager. Eventually, she spun my head around, more or less stealing some of the later moments in the play. John Truit, Eilyne Davis and Dean Williams rounded out the cast and were a auto part ll exceptionally strong in their performances.

"Circle car news Mirror Transformation" plays in Chico at the 1078 Gallery May 26, and finishes on Friday, May 27. If you've wanted some "culture", this is your opportunity.

China Spotlight: No Power to Run Factories

In East China's industrial province of Zhejiang there are 500,000 enterprises – and not enough electricity to run them all at the same time. Insiders say the power shortage could be the worst since 2004.

Deputy Director of electricity dispatching centre at the Zhejiang branch of the National Grid, Dai Yan, confirmed the province is facing severe ele car news ctricity shortages and has been buying power from neighbouring provinces.

More than 10 million kilowatt-hours of electricity are absorbed from neighbouring provinces everyday to meet demands. Local authorities reported the province used 15 percent more electricity in the first quarter of the year than any other period during the year.

Especially among industries such as chemical and non-ferrous metal manufacturing where demand has shot up by as much as 20 percent.

Jiangxi, another province has also struggled to cope with increasing electricity demands and has bought more than 20 billion kilowatt-hours of electricity from neighbouring regions, showing an increase demand of 39 percent.

Regions with large manufacturing industries such as Guangdong have also been rotating power supp auto part ly among their factories to ensure continuous supply. However manufacturers are concerned that frequent power cuts are affecting their profits – and so step up production when power is more available. That spike however leads to further shortages across the country.

Adviser to the China Electricity Council, Wang Yonggan forecasts power shortages in Jiangsu province 1086274749  from 2011 to 2015 could amount to 15 million kilowatts. In Zhejiang province that figure could be more than 10 million kilowatts.

Government minister’s alleged passing on of a motoring penalty raises serious fine dodging issues

"Kenya Power Report Q2 2011" is now available at Fast Market Research

PRLog (Press Release)– May 14, 2011– In this new Kenya Power report, we forecast that the country will account for just 0.70% of Middle East and Africa (MEA) regional power generation by 2015, with efforts being made to diversify supply away from hydro-electricity and boost the contribution of geothermal energy. BMI's MEA power generation assumption for 2010 is 1,222 terawatt hours (TWh), representing an increase of 4.0% over the previous year (where markets were depressed by the economic slowdown). We are forecasting an increase in regional generation, to 1,508TWh, by 2015, representing a rise of 18.5% between 2011 and the end of the period.

MEA thermal power generation in 2010 is estimated by BMI to have been 1,140TWh, accounting for 93.3% of the total electricity supplied in the region. Our forecast for 2015 is 1,370TWh, implying 16.1% growth in 2011-2015 that reduces slightly the market share of thermal generation to 90.8% - thanks in part to environmental concerns that should be promoting renewables, hydro-electricity and nuclear generation. Kenya's thermal generation in 2010 will have been an estimated 2.3TWh, or 0.20% of the regional total. By 2015, the country is expected to account for 0.28% of regional thermal generation.

Direct burning of wood and waste materials, plus some renewables-based power generation, will have been the dominant energy source for Kenya in 2010, accounting for an estimated 78% of primary energy demand (PED), followed by oil at 20% and hydro w audi ith a near 2% share of PED. Regional energy demand is forecast to reach 1,114mn tonnes of oil equivalent (toe) by 2015, representing 15.9% growth over the period since 2011. Kenya's estimated 2010 market share of 2.18% is set to reach 2.46% by 2015.

Kenya now shares sixth place with Nigeria in BMI's updated Power Business Environment Ratings. Its position is vulnerable given the modest size of the market. Growth prospects are good and the proportion of renewables is the highest in the region. However, import dependency is also high and the po cadillac wer sector is not particularly competitive, with limited progress towards privatisation.

BMI forecasts that Kenya's real GDP growth will average 5.7% a year between 2011 and 2015, with 2011 growth forecast to be 6.0%. The population is expected to expand from 40.9mn to 46.5mn over the period, with GDP per capita and electricity consumption per capita forecast to increase by 70% and 29% respectively. Power consumption is expected to increase from an estimated 6.4TWh in 2010 to 10.0TWh by 2015, providing an improvement in market coverage on the basis of 6.5% average annual growth in electricity generation over 2011-2015. Losses of more than 1TWh during power transmission and distribution mean the market is likely to remain tight for several years.

Between 2011 and 2020, we forecast an 82.1% increase in Kenyan electricity generation, in the top half of the regional range. This equates to 35.2% growth in 2015-2020, up from 34.6% in 2011-2015. PED growth is set to ease from 27.5% in 2011-2015 to 24.1% in 2015-2020, representing 58.1% for the entire forecast period. From 2014, the availability of coal-fired power is one key element of generation growth. Thermal power generation is forecast to rise by 163% between 2011 and 2020. Japan agrees nuclear damages plan

PRLog (Press Release)– May 13, 2011– Japan's government has approved a plan to help Tokyo Electric Power (Tepco) compensate victims of the crisis at its tsunami-crippled nuclear plant.

Payouts are expected to run into the tens of billions of dollars over the Fukushima nuclear plant breakdown.

The assistance could help Tepco avoid bankruptcy, but the government insisted it was not meant as a bail-out.

Meanwhile, this summer the firm also plans to restart thermal power plants shut since the March earthquake.

Oil-powered The move is to help it avoid possible power shortages during the peak season for demand.

Tepco plans to restart the 600 megawatt No 2 unit and 1,000 megawatt No 4 unit, both oil-fired, chrysler at its Hirono thermal plant, about 20 km (12 miles) south of the Fukushima plant.

A 1,000 MW coal-fired unit at Hitachinaka in Ibaraki, north of Tokyo, will a chevrolet lso come into operation.

The crisis has brought Tepco, Asia's biggest power firm, to the brink of ruin and there has been concern about how the company would pay a massive compensation bill.

Now Japan's government has agreed to use taxpayer's money to help - reports say more than $60bn.

Strict conditions Under the plan a state-backed institution will be created from which Tepco can draw money to pay out claims.

In return the company will fall under close government supervision. It will remain listed on the stock exchange but will use profits to pay back the money over a period of years.

Tepco - which serves an area that accounts for 33% of Japan's economy - had earlier agreed to drastic restructuring in return for government help.

The conditions agreed by the company include massive cost-cutting, no upper limit for compensation payouts and accepting an investigation of its management.

Other electricity companies with nuclear power stations will also be expected to contribute, says the BBC's Roland Buerk in Tokyo.

The government is expected to provide as much support as needed to prevent companies from going into the red, and is expected to fund the scheme by issuing special-purpose bonds.

The scheme eases fears that Tepco's problems could corsa destabilise Japan's financial markets.

But it may face opposition in parliament if it is seen as too lenient on shareholders and management, our correspondent says.

Japanese media have reported that Tepco may have to raise electricity prices in order to help pay for payments.

Tepco's shares dropped on Friday and were trading about 6% lower at 452 yen.

Banking stocks also fell, on fears they may have to rework their loan agreements with aston martin Tepco.

Plant shutdown Meanwhile, the operators of Japan's ageing Hamaoka nuclear plant south-west of Tokyo say they have begun shutting down one of its last two functioning reactors.

The plant is located in the Tokai region near a tectonic faultline just 200km from Tokyo.

Seismologists have long warned that a major earthquake is overdue in the region.

Last week Prime Minister Naoto Kan called for the plant's closure in the light of the catastrophic events at the Fukushima plant.

On Thursday, Tepco said that damage to a reactor at the Fukushima plant was worse than originally thought.

Water is leaking from the pressure vessel surrounding reactor 1 - probably because of damage caused by exposed fuel rods melting, according to a spokesman.

Cooling systems to 1086274749  the reactors were knocked out by the tsunami, causing fuel rods to overheat. There were subsequently explosions in the buildings housing four reactors, three of which had been operating at the time of the earthquake.

Engineers are pumping water into the reactors to cool them as they work to restore the damaged cooling systems.

Tepco has said that it may take up to nine months to achieve a cold shut-down at the plant.
